3. REQUIREMENTS
3.1 Specification sheets. The individual item requirements shall be as specified herein
and in accordance with the applicable specification sheets. In the event of any conflict between
the requirements of this specification and the specification sheet, the latter shall govern (see 6.2).
3.2 Description. The distribution panels shall be factory assembled, packaged, load
center type with low profile, low center of gravity, arranged in a horizontal configuration and
contained in a rainproof and sleet (ice) resistant ventilated enclosure.
3.3 First article. When specified (see 4.2 and 6.2), a sample shall be subjected to first
article inspection.
3.4 Materials. Materials used shall be free from defects that would adversely affect the
performance or maintainability of individual components or of the overall assembly. Materials
not specified herein shall be of the same quality used for the intended purpose in commercial
practice. Unless otherwise specified herein, all equipment, material, and articles incorporated in
the work covered by this specification are to be new and fabricated using materials produced from
recycled, recovered, or environmentally preferable materials to the maximum extent possible,
provided that the material meets or exceeds the operational and maintenance requirements and
promotes economically advantageous life cycle costs. The term "recovered materials" means
materials that have been collected or recovered from solid waste and reprocessed to become a
source of raw materials, as opposed to virgin raw materials. Unless otherwise specified, none of
the above shall be interpreted to mean that the use of used or rebuilt products are allowed under
this specification.
3.5 Identical items. All distribution panels of the same type as specified in the applicable
specification sheet, furnished under any specific contract shall be physically and mechanically
identical. This requirement includes parts, assemblies, components, and accessories. No changes
or deviations will be acceptable without written approval of the contracting officer.
3.6 Codes and standards. The panels and components shall conform to the requirements
of NEMA ST 20, NEMA WD 1, NEMA WD 6, UL 67, UL 486A, UL 489, UL 506, UL 943, and
NFPA 70 as applicable.
3.6.1 Compliance. Prior to approval of the first shipment, the contractor shall submit to
the contracting officer, or the authorized representative, satisfactory evidence that the panelboard
and components the contractor proposes to furnish under this specification meet the requirements
of NEMA ST 20, NEMA WD 1, NEMA WD 6, UL 67, UL 486A, UL 489, UL 506, UL 943, and
NFPA 70 as applicable.
3.6.2 Underwriters Laboratories. Acceptable evidence of meeting the requirements of
UL 67 shall be the UL certification symbol or label, appearance in the UL Listing, or a certified
test report from a recognized independent testing laboratory indicating the panelboard has been
tested and conforms to UL 67.
